Can people in TNW have unnatural eye colors and hair?

If it’s realistic and can be found in a post-apocalyptic world, then I’d assume so? I don’t think hair dye would work so well considering it’s been decades since they stopped being produced (unless your character uses natural colors from plants??)
And if the eye color is realistic then I don’t see why not
