so basically, the Commonwealth of Eternal Legacies (or Legacy Commonwealth, or just the Commonwealth) is really focused on information and history (hence its name)
General Politics
*the group will be led by a “consul,†and will have “advisors†and “specialists†in three fields: medicine (which includes psychiatry), information (which includes history, diplomacy, and espionage), and warfare
*it’ll be a mixture of meritocratic and democratic in nature: the consul will be elected by popular vote, while the specialists will be chosen through examinations/performances related to their field, judged by the other members
*the specialist with the most seniority in any given field is dubbed the advisor of that field, and is in charge
*the consul will have the power to demote any advisors that are acting out of line, determine punishments for criminals, declare war if necessary, and regulate votes/referendums, but the rest of the power will lie with the people
*the consul serves until they step down, disappear, or die- unless the populace doesn’t like them, in which case someone can call a vote and the majority can vote to demote them
*if the consul dies/is demoted/whatever, the populace votes to elect a new one; in the event that a majority cannot agree on who to elect within three days, a temporary substitute will rule until a new consul is elected (the advisor of information has first priority, followed by advisor of medicine, followed by advisor of warfare)

Referendums/Voting
*any member can call for a referendum, on any issue, at any time
*in the referendum, everyone who wishes to can discuss the issue, and at the end, everyone will vote on it- majority rules
*if the consul or any other high position wishes to make any changes to how the group is run, they must have it approved through a referendum
*there may eventually be a rule where the consul can make executive decisions if there are too few members for a referendum to have any point to it, but this would likely only be for emergencies

Field of Information
*this field focuses on the collection of information and history about the group, other groups, the environment and threats within it, etc.
*to that end, they are responsible for recording history, managing ambassadors and member exchanges, and sending spies to other groups
*this field is generally more valued than the others, due to the group’s mindset of learning from the past

Field of Medicine
*this field focuses on ensuring the physical and mental health of the group’s members
*specialists in this field are trained both in medicine and psychology, though they are allowed to primarily focus on one or the other should they desire
*anyone who needs to see a psychologist is free to do so, and can trust that any information they share with the specialist will remain confidential
*any specialist found to be sharing information about patients with others without said patients’ consent will be demoted on the spot

Field of Warfare
*this field will be focused on defending the clan from invaders, devising strategies for offensive raids, and ensuring that everyone in the group (over 6 months old, that is) has at least basic combat training
*really pretty intuitive

Goals/Worldviews
*this group is mostly born out of a desire to prevent any future End Game/Exiles-esque groups from rising to power
*as such, the Commonwealth will closely monitor all the other groups, and deal with any that seem to be aggressive towards society as a whole (in particular, any who are strong enough to pose a serious threat)
*in addition, any groups that go out of their way to pick on smaller and/or weaker groups will also earn the Commonwealth’s ire
*any group who has been attacked by a stronger foe without provocation is free to ask the Commonwealth for assistance/supplies
*furthermore, if a group has had a member murdered by an outsider, and the group comes to the Commonwealth asking for help in pursuing the criminal, the Commonwealth will assist them- they will not provide asylum to known criminals, either
*if you think this mindset sounds vague and prone to contradictions/dilemmas, that’s because it is- conflicts will likely arise, providing plot fuel

Traditions/Other Rules
*once a member becomes nine months old and/or has been in the group for at least a month, they will receive a unique title relating to space, the planets, or the constellations (ex. one character could receive the title “Arcturus,†while another could receive the title “Ganymede,†etc.)
*this does not denote any sort of respect for the stars/other objects that the titles are derived from, however; this system would arise from a combination of the founder’s nostalgia and her desire to subtlely spite the powers that be, by taking their names and giving them to more deserving individuals
*there is no official religion; members are free to have their own religions and practices, though any member proclaiming devotion to a specific deity may be suspected of working for that deity and against the clan
*a member has to be at least 6 months old to apply to be a specialist, and at least 12 months old to become an advisor- this is to prevent situations where, for example, a 5 month old has to act as leader
*(this rule is primarily based around the fact that such a scenario actually happened, on two separate occasions, in a clan that the founder used to be a member of)
notes:
-I’ll create the IC thread where Seija suggests this sooner or later, I just wanted to gauge interest in this idea first
-I still haven't figured out a territory
-I feel like this might be too much detail/information at once? Some of this might be pared down when we start the group, just to make sure that everyone can get into it, before the pace picks up
-I also feel like there could be more fields to be a specialist in; in particular, things like hunting and taking care of children, while slightly less exciting, are essential to group life too
-also there could probably be high positions for those who don’t want to specialize in anything, if anyone has any ideas for this that’d be great
-if anyone has any suggestions for anything to add, questions/clarifications, criticisms, or anything at all to say, feel free
