Lost count of how many cigarettes he's smoked. Lost count of how many times he was inches away from leaving and searching for the sickly man himself. He couldn't. He had a group to lead with no one he trusted to take his place while he left. So, he was stuck trying to pull himself together long enough to not lose control. "Attention," He raised a hand to rub his palm against his face, darkened circles beneath his eyes which looked to be bruised from his lack of sleep. He felt weak due to his stomach constantly twisting and turning into knots with worry. "It's been decided that we will tame those wild horses. It won't be easy, but I have some experience and I'll teach you all."

Inhaling deeply, he rubbed his eyes and simply stared off to the space between the apartments. "I'm implementing a reward and punishment system. It won't be complicated and I will repeat myself if I must," he called, listening to his voice resound toward him, fading off toward the end. "If you show promise within the group, you will be rewarded. It could be a shoutout, a title, or a specific privilege. You will not receive a promotion right off the bat. You need to show me that I can trust you and you won't abuse your power. So, if you receive three consecutive rewards without punishments, you'll be bumped up,"

That didn't seem too complex, did it? He hoped not. He didn't like repeating simple things. "Now, onto punishments. There will only be three tiers depending on the severity of the crime. Tier one being the most heinous, and three simply being a misdemeanor. A tier one crime will result in exile. Tier two, will result in demotion or loss of all privileges. Tier three, will result in community service and loss of certain privileges. I make myself clear?" He swept his gaze across the faces that showed up; not many but they showed at least. That needed to be fixed soon.

"I'm also putting in a new protocol for those who join. I want you to disarm them if they have any weapons once they decided to join. It's only precaution, they'll get them back once they venture out to scavenge for supplies. Remind them that. Also, please be polite if they do not show any aggression toward you."

[align=center][size=8pt]Advay approached halfway through the reward system. He'd just come in when he heard the shout, and had to put away some supplies first before he made his way towards Wolfbite. He sighed, leaning against the shelving in silence as he listened to their leader talk. Punishments and the like. Protocol for joiners. That was at least a little more safe than people just wandering up to the cosco. He didn't say anything, staring blankly at the ground in front of him...he felt dead inside. He'd had no time what so ever to go to that Lodge again...and Wolfbite had sent him to the Badlands. He would go soon. Before Moksha left. He looked up to find that Wolfbite had finished, and he was too tired to go off doing something else, so he would instead just sit there, perhaps actually sit, and enjoy the small amount of peace meetings gave.

Cosmo approached at the sound of the call, his eyes blank and hard as he stared at the leader. The boy was obviously uncomfortable, and he rubbed his arm anxiously. He had nothing to worry about, but the lack of Ev's presence made him feel unsafe nonetheless.

Punishments, rewards, wild horses, protocols; he supposed he had to understand this stuff eventually. He nodded to show he understood, but stayed silent.
